Kymco, Lifan, Hongdu, Baotian, Kaisar etc., all make cheap motorcycles. They are cheap for one very good reason - they aren't very good.

The kymoto hipster 125 crap bike, it has no power for starters. If you only want to spend 2500, then get a used japaneese bike, like a Suzuki GZ250. Or if you wanted to to get something new there is the honda rebel (around $3100), or the yamaha virago (around $3400).
