If the vehicle you're trying to import is for off-road or racing use only, no EPA certificate is necessary. If however you plan to drive/ride it on the street and register it, it may be next to impossible to certify it if it's newer. The manufacturer is responsible for testing and compliance and there is no area in the regs which allow owners/users to certify their own vehicles.

The only exception to this is a recent rule which will allow you to build a "custom" motorcycle with a one-time exemption from smog standards. There are very strict rules concerning this, including how often you can ride it, how many you may own in your lifetime, etc...
