depends on the state law in your area. in most places you do not as long as you don't take it out on the road. Also make sure that the law in your area doesn't require helmets. Sometimes they will write you a ticket even if your off road.

If you ride a dirt bike on private land, you don't need anything but the bike. Naturally if it isn't your land, you'd need permission from the owner.
Any bike (or 4-wheeler) that's ridden on the public roads must be licenced and insured. So to ride the dirt bike on public roads you would need a licence. And you must have a headlight, taillight and mirror installed. Wyoming does not require use of a helmet, but you're dumb if you don't wear one.
I'm thinking most states are going to be similar. Colorado I know is similar except that no 4-wheelers can be ridden on public roads at all.

If you want to ride safely even off road, there is a minimum of protective gear you should have. Helmet, slip in mud and hit your head on a rock you could lay there for days. You WILL fall a few times while you are learning your coordination and balance.
