How many watt should be an electrical motor of a four wheeled vespa motorcycle?

I am designing a four wheeled vespa for my university project. It will have an electrical motor, which is supposed to carry a 80 kg person, at a speed around 60 km/hour within cities. How many watt should be my motor? What volt should my batteries and how shall I use of them?
