The XR's I've owned didn't have a brake light, they had a tail light and the headlight was a single beam. Niether of which is legal where I live.Most states require a high and low beam headlight, horn, brake and tail lights, turn signals, mirrors and DOT approved tires. Some will let you slide on turn signals, others the mirrors. All of which can be had from a couple of different sources such as Baja Designs for example.
The next thing you'll probably need (different states, different requirments) is a title, not an MSO. That can be difficult. Most MSO's are delivered with the statement "FOR OFF ROAD USE ONLY" clearly stamped on it. Where I live, they have gotten really difficult to deal with on this. A couple of times we were able to sneak it by the DMV inspector by trimming the statement off the bottom of the document with a paper cutter.
After that, your pretty much home free.
