the chart you are referring to basically says fitting a larger front sprocket will increase your top speed so will fitting a smaller rear sprocket.The opposite is also true fitting a smaller front sprocket will increase acceleration so will fitting a larger rear.the trick is to find a combination of both to suit your riding style.The front sprocket size is usually governed by the space around it and you might need a longer chain if you increase the rear by more the 2 or 3 teeth. One tooth off the front is equivalent to three off the back,if you take ten off you will almost certainly waste top gear as it will not pull change a little at a time.
