Bought the bike, the guy went off to Iraq, I have no contact with him and have no way to get the title, what is my best bet for getting this bike registered? If I change the motor over to a different frame will that work? How do people registered custom bikes? Is there some loophole I can do to get his thing on the road? Thanks!

The other answers are guesses.You usually need 'A Bill of Sale' even a hand written receipt is enough.
The typical process is as follows:
1) Go to DMV with the bill of sale to request a new title, They will give you an inspection form to take (along with the bike) to a Highway Patrol or appropriate Police agency for an inspection.

2) The cops will check the frame and motor numbers,if they come back clean,the inspection form will be completed.

If you have a bill of sale you're set, if not,either through a friend or family member of the guy you bought the bike from, you need to get one.
As a last option you may have to make one up yourself.( Not really legal though.)

You can either get another frame "With a title" or go to the court house and get paperwork from the court clerk to start the process. In Florida it's $250 to get started.If I were to go around town in my scooter and park it, whos to say someone wont just grab it??

In our state the process requires that a cop come and record the VIN, then you take a photo of the vehicle to the county courthouse title clerk. Then they attempt to notify the registered owner at their last known address. If this fails, you must put a notice in a local newspaper giving notice you are acquiring this vehicle. The old owner will have the opportunity to reclaim the vehicle, but must pay you storage fees and whatever else (like any repairs, parts, courthouse fees, fees for newspaper ads, etc) to the bike. This would, of course, be much higher than the value of the bike ***chuckle***.

You get the same form, have the bike checked at an inspection station or have the police run the numbers.
