well, if you just spray either from say a can of spray paint, don't expect to ever wax it and have it shine up, for cans of spray paint don't work that way.

depends on what look you are going for. more of a rat rod, still in building process, cheap mans version would be flat to satin black, to give the illusion of primer.

gloss black would be more classy, laid back, cruising type bike. but I would do it with automotive paint and then clear coat over it, so its done properly.

If you choose to go flat black..don't use cheap paints. Go to a auto body supply store and get a can or 2 of SEM Trim Flat Black. Should be a white spray can w/ a black cap. This is the best spray paint on the market, will match OEM factory blacks on about anything with wheels and it is the most durable and long lasting. Just make sure you use a gray scuff pad and some wax and grease remover prior to painting anything, gotta give it something to bite into. stay clear of the red scuff pads for you will have to primer to hide those scratch marks.

gosh it really isn't what's best for the bike, it's what's best 4 U. How do U want it tt look. If U want refections, there is nothing better than a shiny black bike. If U rat it out a lot. flat matte is ur choice. Easier to keep covering it up, dings and all.

To be honest, every bike I have owned and built has either been flat or satin black. It gives the bike that buisness oriented appearance. I think it looks agressive with subtle gloss white decals or striping. Make sure to prep the surfaces well and a good primer is always good insurance. Oh yeah, I don't care what people say, it is entirely possible to make a "rattle can" paint job look good.
