If a 4000 pound truck can get 25 mpg, why can't a 400 motorcycle (with rider) get a proportionate 250 mpg?

hero honda is launching new karizma with fuel injuction and some other feauters and its going to be launched in nex three months there would be no much difference in engine power but it is going to get more hi tec and there is no power full 250 cc bike lined up for launch in nex 6 months iam too waiting for it.
