Im looking to buy a motorcycle and some ads specify that the bike is street legal. Does that mean that not all bikes are street legal? If so how can you tell, does it vary in different states?

Be very careful! If the bike is a chinese scooter/motorcycle it may not be street legal in your state. Just because it has lights, exhaust, ect, some state will still not allow you to register it based on the title. In Connecticut I know people that bought chinese bike over the internet and they could not register them. Headlight w / high & low beam
Tail light
Brake light
If the bike was originally manufactured with turn signals, it must have them. If not, they are not required.
Horn
Mirrors
Street leagle tires (no knobbies) with a minimum of 2/32" tread depth in the center and no cracks or dry rot on the sidewalls.
Brake pads and shoes have to be in good condition.
No oil leaks from fork seals and engine.
Some states and inspection stations have more strict rules. These are the basic minimums.
