If it's a PW80 - remove the 2 screws on the top. The top should come up with the throttle slide and choke. If it won't the choke could be stuck in the carb because of bad gasoline "gumming" it up.
--First make sure the throttle slide isn't stuck. Stick your finger through the carb and try to lift it. If it's stuck, spray it with carb cleaner and force it up.
--If you can move top of the carb out of the way, spray the choke with carb cleaner and let it soak for awhile.
--Remove the float bowl and floats. Wash the carb until all fuel is gone (until you can't smell it). Heat the area of the choke with a torch.
--Last thing to try - cut the cable with a pair of dikes (wire cutters). Soak the entire carb in carb cleaner or bring it to a motorcycle shop and let them soak it in their parts cleaner.
