A new Karizma is definitely coming which will produce more power than the current one and most probably will be better. But it cant be said whether it is worth waiting (as it has been proven by the CBZ Xtreme). I would advise you to wait as more models in the budget you have mentioned are coming and will be launched this year. Some of them are Yamaha Fazer 250 (great bike), Bajaj gulsar 200 and 230 cc and maybe even a Honda 250.

And no, you cant get even a 3rd hand sportsbike within 1 lakh rupees. If your budget is around 175k, then you maybe be able to get a second hand.
