On something as 'guttless' as a moped there is only one way. Pull up hard as the poewr( Or lack of) will not lift the front wheel,put your feet on the ground below the rear axel and drag them to keep your balance. It's a bit hard on the boots,but in the absence of H.P. that's how its done.

As a previous poster pointed out, you should be able to wheelie by moving your weight as far back as possible. Most people mod the transmission to allow the bike to engage power at a higher rpm. That should help. If you search "wheelie scooter" or "wheelie moped" on youtube.com you should find plenty of examples.
