In my Ohio Motorcycle Operator Manual I got, it lists a few restrictions. 1 of them says... "Not valid on congested roads and interstate highways". What exactly does this mean? I live in a small town, and to get across town you have to take the main road to get there, but its a highway. And if I cant go on any highway, that means I'm stuck riding up and down my dead end street because my street connects to the highway?? What if I get caught on the highway or happen to be on a congested road? What happens then? Who should I call and ask about this? BMV? Local PD? I need to find out some more information.

rush hour would be a good case of congested roads, or on a road that has extremely heavy traffic on a 'normal' day. interstate's u shouldnt be on just yet anyway. if something goes wrong on an interstate, it will go down real fast. interstates suck anyway. if u ride sane, the cops wont bother u. it's idiotic rider's is what they're looking for. just watch ur azz on that street if its almost bumper to bumper...cager's on roads like this tend to get very stupid. always watch ur back.Whats the difference between...?
When I got my learner's permit, I understood interstate highways being major expressways. My road ended on state routes on both ends, but they weren't interstates. A state route has the route number printed on a silhouette of the state of Ohio, you should be OK. An interstate has the route number on a shield, you can't ride on them. Give the BMV a call, they should be able to clear things up for you.Interstate highway means just that (i.e. I-70). Expressways that are state or US routes are OK. I've never heard of anybody getting busted for riding on a "congested road", whatever that means. Probably that's just one more cite they can get you for if you get caught riding like an idiot (stunting, etc) in traffic, but nothing more than that.
