And tattie's answer is just plain stupid, because when the engine is turned off, you can open the throttle all the way and not use any gas, because the carbs work on a suction principle--the suction is caused by the pistons and valves moving, which they AREN'T when the engine is off. The little bit in the accelerator pumps in inconsequential, so repeatedly twisting the throttle will only put a very small amount of gas into the intake manifold until the pump reservoir is dry--less that an ounce.

A fuel injected engine will not use any gas if the ignition is off. A carbureted engine will have a small fuel pump on the carb. It will put gas in the engine with the ignition off when you twist the throttle until the fuel bowls on the carbs are empty.

The vacuum of the engine pulls that additional fuel in to give the engine an extra burst of power. The most that would do, if the engine was off, would slowly flood the engine and fill up the air box with fuel. But to drain the fuel tank, you'd have to keep turning the throttle constantly for about 2 days.
