Function switche on HD Custom?

What is the function switch on the HD Roadking Custum? And what about the two near the fork lock?

I own an 03 and I am not sure of this function switch. The two toggles are not hooked up to anything. They are for passing lights, which the custom does not have. Please tell me where this function switch is located. Obviously, this is an international model. The reason for the toggles is the fact that one frame is used for all touring models. My right toggle does nothing. I think it is for the CB? on fairing bikes.
