You should be just fine with all your gear. Since you are used to warm weather, it will feel chilly. The jacket will take care of that. I'm on the other coast, so I don't monitor your weather. are you talking about Fahrenheit or Celcius ? And is it negative or positive 64 ?If positive, deg F, yes u r right. U need to consider the windchill factor at 70mph to a good extent so it would be even colder. Wear proper clothes and headgear and a nice nice pair of gloves - u will definitely need it two layers if u can't afford to buy a very nice one.

How cold is it? It's really 64 degrees. Wind chill only applies when there is an evaporative effect of the moisture on your skin. Your gloves, boots, jacket and full-face helmet should protect you from wind chill just fine!
