Well, with a smaller diameter tire you will never have to worry about speeding. Your speedometer will read lower than your actual speed because at the same RPM, the tire is covering less distance. I question whether there will be any effect at all. That's only a difference of 1/2" in radius. The tires are not solid rubber, therefore differences in tire pressure and the profile of the tire could influence the effective radius that much without changing wheels.Only the radius of the powered wheel will affect fuel efficiency. The engine will need to run a bit FASTER to reach the same speed, but will have slightly more power. If anything, the fuel efficiency will drop. The unpowered wheel does not matter unless the speedometer is driven from it. It will falsely show that you are moving faster than you really are, since it was calibrated for the larger wheel.
It that bike commonly runs 18" wheels, getting replacement wheels or tires might be more challenging. Are the hubs that connect to the sprocket compatible or will you need a new drive sprocket as well?

Well for starters, you will have to change your wheel to a 17 incher.After that you have plenty of options regarding tyre selection. You can still maintain your present outer diameter (same fuel efficiency & circumfrence) if you use a higher profile tyre. The only draw back is that with a higher profile tyre your handling might suffer slightly but the ride will become more comfy.

If you go for a lower profile tyre with the 17inch wheel, your fuel efficiency will drop slightly and your speed reading will have a slight error but nothing worth bothering about. On the plus side your handling will become quicker (smaller wheels turn faster, thats why scooters have 10 inch tyres as they are made for the city traffic), and your acceleration will improve.
