It depends on your expectations. The GS500E is a good, reliable motorcycle (assuming it was well taken care of). However, if you are thinking of riding with a passenger, and or trying to carry alot of gear with you, it will not have enough power. Try looking for a good, used Honda PC 800. That would be perfect for touring, and is not too expensive. Obviously, a Gold Wing would be best.
