Can anyone tell me if a 400cc suzuki bandit motorcycle can be lowered?

Does anyone know where to get accessories for a 2007 Kawasaki Vulcan 900 Custom?

Probably. Like any other bike you will need to get a lowering link for the rear suspension and then scoot the triple clamp down on the forks a little bit. You have to do both or you will alter the geometry of the bike. Some bikes you can buy a lowering link for, others you may have to have a machine shop make it for you. You can also take your seat cover off and use a sharp bread knife to remove some foam off of your seating area. I assume you want to do this because you have a short inseam? That is not a very big bike to begin with.

I'm looking for a starter street bike. My neighbor has a Suzuki 650 for sale. A good idea?

Anything can be lowered, however, some more easily than others. If only a little is needed, consider thicker shoes/boots, lower profile tires, and perhaps altering the seat foam. If more is needed it may be possible to slide the forks up in their clamps an inch or so, and use shorter rear shock/shocks. After that you'll have to cut down the front springs and alter the rear shock linkage. It can be done, some shops have more experience at than others, call around and ask.
