There is no 'magic' answer. You just have to start tracing wires.
I'd start at the trans.sender and follow the speedo wire and next in the headlight bucket.If I were to guess I'd say in the headlight.
I wish I had a 'solid' answer ,but with a short all one can do is search for it.

I agree with Ride on, shorts can only be found by tracing the circuit. Myself, I'd start at the high/low switch, only because that's the trigger for the short. Chances are it's in the headlight bucket, that's where the harnesses come together. There is a potential for chafing when you run wires through holes.
