I don't know why all the good answers have so many thumbs down. Powdercoat won't take the heat, your exhaust is much hotter than the curing oven. Media blasting will take it off, but may leave a rough surface depending on what media is used. Black Beauty will leave it very rough, walnut shells will be too soft, steel shot comes in different size and hardness. Glass bead is likely your best bet for blasting these.Can you buy a decent/nice sport motorcycle for under 2500?
Perhaps if you had them anodized instead? You might not need to strip them first (not sure).

I assume that you aren't doing the powdercoat yourself since it takes pretty sophisticated equipment. So take the pipes to the place where you'll have them powdercoated and either have them prep them or ask them where or how to prep them for the powdercoat.Suzuki ap 50cc (de-restriction)?
That is some pretty tuff stuff on those pipes. You might find it a little too hard to remove by hand. My suggestion is to take them to someone that does this for a living or send them off to a rechroming shop and let them clean them for you. Sandblasting is going to leave them pitted if there is any rust at all on them and I'm not sure about what acid might do to them, but you might concider having them bead blasted, if you can find a shop that does this in your area. You can't powder coat pipes,powder coating is a type of plastic and will melt' You have to use a ceramic metalic coating.Chrome is stripped by the use of abrasives,like emory cloth and 3m pads on a hand held grinder or similar power tool.
Take them to a chrome shop and the will remove it without damaging the metal finish.
