On motorcycles, why do only one of the headlights come on?

Question:
I've seen other bikes with only one of them on. I know they both come on if the brights are on. I was just curious.

2001 dyna glide?

It's a dual element light. One for low beam and one for high. Just like in an automobile, you don't want you brights on all the time. You may blind another driver or in the fog a high beam shows up too much vapor. That is why you have a switch to turn your high beams on and off.
