What they mean by "back off" it for the bolt to actually unscrew itself due to excessive vibration over time. The lock washer provides a quick stopgap that when the bolt begins to unscrew, part of the lock washer digs in and prevents its movement. You can still unscrew it using your tools, but it prevents the micro-slippage that would otherwise happen just from starting your bike up, and from riding it on the road as well.
