It does sounds like a possible reed valve problem. I have seen reeds accually crack or chip on the corners. Check this out. If the reeds seem to be "ok" but there are gaps between the reeds and the mating surface, you can take the reeds off and flip them over to get a tighter seal. I have done this many times in the business.Also, since you did do some carb. work, check and be sure the float is level. You will have to tilt the carb at an angle to check this for it needs to be lightly touching the "seat" that the float rest on. Sometimes a needle and seat replacement will work as well, but i would look at the reeds first.

The reed valves may not be fully closing.Remove the reed block.
It's between the cylinder and carburetor.
Hold the reed block up to the light.
You shouldn't be able to see any gaps between the reeds and reed block.
If you do, change the reeds.
Whether you change the reeds or not, use new gaskets.
