Motorcycle?

Call the DMV in your state. Each state is different. Some only require a bill of sale on older vehicles, and don't issue a title. Others may require the seller to file paperwork requesting a new title before they can issue a title to you, even with a bill of sale. Don't buy anything until you know the laws of your state.

How old do you have to be to ride a motorcycle?

The typical procedure is to go to DMV with the bill of sale.
They will give you a form to take to Highway Patrol or (In your area) whatever Police agency does a background on VIN #'s.
If the number comes back clean the cops will fill out the form ,which you then take back to DMV and they will issue a new title.
