How can i make a regular dirt bike street legal without licensing it?

The original model was the RG series. I am pretty sure the "R" was for "road" (as opposed to an off-road bike), and the "G" was a letter designated to models with 125-149cc, which the original engines were (small old single 2 strokes). The "V" was added later when they put V Twin engines in them, becoming the RGV, even though the displacement (engine size) had grown quite a bit, it was a development of the old RG chassis.
