The clutch plates are probably stuck together. The clutch isn't fully disengaging when the clutch lever is pulled in. When you put it in gear, the engine to rear wheel is locked together. It's like putting the bike in gear and letting the clutch out with the rear brake on.Clutch plates sticking are common on old bikes that have been sitting around for a long time.
Take a look at the clutch.

As Guardrailjim said your clutch plates are probably stuck. My old Triumph used to do that every spring. One trick you can try is have someone give you a push or roll down a small hill. Put the bike in gear and while holding the clutch lever in go for a ride, usually if you pump the throttle on and off the clutch plates will break loose and start functioning properly. If that won't do it you will have to pull the clutch cover, then presure plate and physically pry the plates apart one at a time.

have you tried adjusting the clutch cable? as the others said clutch plates my be sticking or the clutch basket may have groves worn into it causing the plates to catch. how long since you have changed the gear oil, fresh oil my help..What is the top speed of a stock 01 400ex?
