My opinion is you will have this problem again with cheap wheels. If you are wanting to powdercoat, then maybe you can find some aluminum wheels that haven't been chromed. Harley's factory wheel chroming isn't very high quality, which is what caused the problem you are having, and will have again with cheap wheels. From the sounds of it, you have a nice scooter, and I would put nice wheels on it. You can buy quality aftermarket wheels from American Wire. You can buy powdercoated laced wheels from many suppliers such as:

although, neither of these are cheap. If you are wanting to go with a custom aftermarket wheel, you can buy cheap ones from the first list at the top. If you are wanting the cheap route, disassemble you wheels, clean them with 0000 steel wool (if the chrome isn't gone) reassemble (or powdercoat, and then reassemble) and then have them trued by a professional.

I would also consider going with new rims and a relace (this sounds like you must be talking wire wheels, never sure on a HD). I'd think of maybe a brushed alloy rim and stainless spokes, or maybe get a set of spokes powder coated to match or contrast with the bike, or match the trim color, etc. Something different than the next guy. Or BLACK spokes to match the tires?
