The 04 ZX6R uses both headlights for brights, but only one for low beams. I don't know if this is true with later years, and this is the only bike I'm aware of that is set up like this.

actually, the previous 2 answers are not exactly correct. In the US, motorcycles with 2 headlamps generally have both on. One is used for high beam but both have low beam also.
