It's probably the oil blow by phemomenon which is pretty common especially if you have an aftermarket or high performance air cleaner, and especially on Sportsters but can happen on bigger HD's as well. The oil is suppossed to be recycled thru the carburator but this doesn't always happen. Despite many Harley techs that might tell you there's nothing you can do about it, you can buy a simple kit that fixes the problem, it won't get rid of the oil blow by but will channel it to a tube and drip it harmlessly to the ground under your scoot, and save you a lot of time cleaning off oil or stuffing a sponge or paper towel into your air cleaner. It can't be that old, it's a Road King! Something's not right.Regular or unleaded or plus or super..fuel?
There's got to be some kind of proportioning valve that manages the massive vacuum & pressure going on inside that case resulting from those huge pistons that rise and fall together.

I'd bet that valve isn't working right, so the breather is taking up the slack.
Is there no locking ignition for a 03 Harley Road King. There seems to be only a locking steering.?
If that's the case, it will mark its spot for a while.

Possible causes:
1) too much oil.
2) restricted oil flow clogged filter,kinked line.
3)sticky check valve.
4) if its a small amount that accumulates over time it may just be blow by. If you've got 30k + mi. some is not unusual.

One thing nobody hit on. How long is it usually parked ? I mean its cold weather time right now. If the bike sits for a week or 2 the oil will drain into the bottom end and be blown out the breather on start up. This is normal. hate to tell ya this but.i've never had a problem with oil blowby from firing it up after it's been sittin for awhile. the only time it did put any oil on my air filter was when i wound up slightly overfilling it on an oil change. mine is an '05 roadster.It is not any 'fault' of the Harley-Davidson and every owner will attest it was produced by finest minds in the industry (isn't she
good to handle and fool around with?); but, given these attributes
and agreeing with them one cannot overcome its basic nature to seep or spot a little oil once monthly. You should get excited, however, it it starts missing periods.
