The mixture of the asphalt, used in the construction could not be on spec. Blending takes place at the plant and if the asphalt is not mixed properly, cracking and breakage will occur. In colder climates heaving and cracking will take place as the frost levels and winter cold thaw. The road bed heaves in areas that are not compacted properly during construction, mix in heavy trucks and SUV's and the road will show faults after thaw or in very warm weather. So it is very critical that the correct blend is done during mix at the plant.

If it was only a overlay it will crack again right where the old crack was , a lot of forces are at work here besides just the loading with traffic there is also expansion and contraction from temperature changes, Just look at the paint on your house ,why did it crack?Nothing drove on it.

Did they use recycled tires , they tried that here , paved the road , (replaced the gravel with recycled tires) and 2 years later had to have it paved again...as with all recycled things ..cheap ,and does not last long...That could be it ...or or it could be as others said who knows
