With the bike cold apply paint stripper to the plastic wait a few minutes and with a thumb nail (or I sometimes use a guitar pick or the edge of a credit card) gently rub off the plastic.
You will have to make a number of passes over the pipe, but if you are going to save the chrome patience is key.
Follow up with chrome polish (used gently) as even chrome polish has abrasives in it.
If you let the chemicals do the work you will not have to scrape or scratch .
