Most of the time though, you can actually look at the parts, and their wear patterns will tell a story of how they all fit together.
Look for wear marks on the hub, then look for corresponding marks on the spacers. If this doesn't help, and it's just a couple of spacers, then try it both ways.

Before (and after) you tighten the axle nut check to make sure everything is lined up and nothing is binding or dragging.
