You are tiny - so most sport bikes won't even notice you are riding on them.
I'm a big fan of the Suzuki GSX600R - if you need more power (for some crazy azz reason), they make a litrebike version too.

I tend to stick to cruisers though - my Suzuki Boulevard C50 (800cc) has plenty of speed, but is considerably more comfortable for long trips.

Take a look at the Buell blast "low profile" model. It has the lowest seat height of any road bike I've seen at 25.5". http://www.buell.com/en_us/bikes/blast/b...
Being a single cylinder engine it has very easy to manage power. I personally think it would be a great starter bike for your size. The other options would be one of the smaller cruiser bikes like the Honda Rebel or the Suzuki GZ250, but the seating position on the Buell is much better for a beginner in my opinion.

Hi shorty try a 400 sports bike they have a low seat height.or you can alway's have some of the sponge taken out of the seat. Get some platforms as well. If none of this works buy a trike.

Try out the Buell Blast. My daughter is 5' and she weighs 90 lbs. She got the lower seat and she absolutely loves the bike. It's very torquey and it's fun to ride. She's had it for almost 4 years and has had no problems at all with it.PS. it is 495cc. I don't know where you live but in British Columbia/Canada, bike insurance goes up in cc's increments. This is one is just under 500 so it's cheaper to insure. Next group is over 800, 1000, 1200..

Consider the Honda VFR400 if you like sports bikes.
Yamaha SRV250 or SRX250 are also good, but might be a bit hard to find.
Of course, any cruiser is low down, but then you can't go around corners.
Don't trust manufacturer's claimed seat heights because they are bollox- I once went around a dealership with a tape measure and the list was totally different to the specs.
