Harley doesn't make a street bike. Unless you mean Buell, then it's a toss-up. Ducks are cheaper in the long run, since any maintainance can be done by yourself, or fairly inexpensively by a shop. Buells have gas in frame and all sorts of wierd stuff, so if something goes wrong, be prepared to pay. A lot. However, if you're racing stock for cash, the Buell will win every time. Either way, if cost is an issue, go Japanese.
I've known of people who owned Buells and Ducatis. It really depends on which Ducati you're looking to buy. A friend of mine owns a Ducati 999R, and he claims that he spend nearly $30,000 on it. This man does make a great living, and sometimes seems to have more money than sense... so it's likely true.
I'm not personally fond of V-twins, but if I were going to go with a V-twin sport bike, it would probably be a Ducati.
