Small Honda scooters, less then 125cc, are restricted from highway use. A regular drivers license covers mopeds(50cc or less), and you'll need a MC endorsement and insurance for 50cc and up, here in Michigan.
Here in Michigan a motorcycle/scooter must be a least 125cc to operate on the highways. My Honda Reflex (250cc) can handle highway speeds no problem. I commute 40 miles one way on it.

I also have a Honda Elite SA50, licensed as a moped, that can be used only on surface roads, and Michigan law requires mopeds to ride on the far right hand side of the road.
Take the B.S. restrictions off the small bikes and they WILL do 45.
