Abs light on scooter only goes out when moving or spinning wheel?

on startup abs light is on when moving goes off will this pass a mot as its not when driving

Probably quite normal. I've ridden lots of Hondas & BMWs that are like this. the ABS light only goes out after moving off & reaching a certain speed.

If it comes on whilst you're riding this would indicate a problem, otherwise I wouldn't worry too much about it.

When it comes to the MOT most places nowadays use a rolling brake test machine which turns the wheels, this will probably be enough to get the light to go out. If the tester was concerned about it they can do a road test which would show if there was a problem.

Uncle fester is right, it detects wheel rotation and puts out the light, If the light were to stay on after moving off then that would be a problem.
