Why dont you report it to the Railway Route controls.Unfortantly you cannot stop people from dumping rubbish, as there are Thousand of miles of railway embankments, but if its reported, the railways can then monitor the situation & set up CCTV in the hot spots and hopefully catch the guys & gals who dump their rubbish.

Network Rail faces a never-ending task in clearing debris from the lineside. It's not the fault of the train companies, it's the mentality of the great British public who think it's acceptable to dump their rubbish where they please.
