You can see the "customer care " in the home page of IRCTC.ORG. enter your problem there.. Normall issue seen is that the amount will be deducted from your account and the system will hang. you wont get ticket. in such case, get payment details from back account, send it to them through the mail.. definitely your amount will be refunded within three days.. i have got whenever i had issues. other problems also they solve .. some thing which we will never expect from a govt organisation..
