The Netherlands has an extensive network of railway lines. On most lines frequency is every 30 minutes with some routes trains are every 15 minutes. A new high speed line is being built for passengers from Schipol airport (just south of Amsterdam) to Belgium. A new line in the north east of the country from Leewarden is being planned to give fast access to Groningen from Amsterdam.
In answer to the first part of the question, one benefit is the reduction of road traffic if the motorist can see that the journey time by rail is much less than by car. Air travel up to 400 miles is often quicker by train, taking into account the journey to the airport, the queues through the security screening, waiting in the departure lounge, and the journey from the destination airport to the town. High speed trains in Europe are usually electric which means less pollution, since electricity can be generated by renewable sources such as Hydroelectric or wind power..

Most Intercity routes operate at 125mph (limited by signaling at present - a trial of in cab signaling is due to start soon ready for a large order of 140mph high speed trains to replace the current Diesel HSTs and Electric '225' sets)

Germany has the best model with a mix of high speed lines and upgraded 'classic' lines. Where the traffic demands it there are TGV style lines, where there isn't then then the existing line is upgraded to give increased speeds (much like our West Coast upgrade but with better cost control)
