Not yet. At the moment 2008 is the planned date for National rail to take Oyster within the London Travelcard Area. This follows the switch to a new Zonal fare system (similar to that used by the Underground and is needed for the Oyster System) for journeys within London that comes into effect from the January Fare Change. From then it will take a year to install the Oyster Equipment at every station (I think its about 300 stations) and test everything
