School buses aren't required to have personal restraints since they are built using the idea of compartmentalization. Basically they have a strong cage and are designed not to collapse. The padded seats also offer protection to passengers.

Obviously, some school buses DO have them, and really I think they all should.

Does anyone know about tracking devices for cars?

One reason was the cost to install seat belts for every seat. Trying to get
every kid to use it would be another thing. Busses already have problems
with discipline and sure don't need more with trying to get everyone
buckled in. We live in a semi-rural area and the driver has to go to
another school to pick up kids when they're finished dropping off the
first bunch, the second bunch gets back late in the afternoon. Try to
hurry all that with a tight bus schedule, it sure won't be easy and you'd
need to hire one or two more people to help buckle and unbuckle kids
on the bus.

How do i make a sandrail street legal?

The real problem is that in most places if the occupants are under 16-18 yo the driver is responsible to ensure everyone uses a seatbelt. It would be too expensive to constantly check every kid. The other reason has to do with the legal liability if they didn't constantly check every kid and someone got hurt.
