WHAT kind of ROLE do HOA's have regarding speeding and traffic control?

Question:
As a follow up to my questions about speeding, has anyone experience with dealing with an HOA and traffic control in a neighborhood? The reason I ask is the cops always try to play a "ping pong" game of responsibility for certain roads within our development. They thave told me to contact the HOA about speed bumps and such but the HOA has been much less than forthcoming with action on this and some members say it's not their responsibility! We all PAY for the HOA. There must be some "trick" to getting to the bottom of such problems in these kinds of "private" communities. We do not have a gate, but the speed limit signs within the development are not standard street signs but rather "decorative" "non-standard" signs created by the HOA as I've been told by the cops. As such, they claim they can't ticket on such roads. Maybe the only answer is to raise holy hell at the next three HOA meetings and call the HOA and the cops nonstop? :) I'm ready, but not looking forward to it.

home owner assn have no control over speed nor traffic control. these are govern by your city and various regualtory bodys. the most that a HOA can do is forward a petition to the local governing body to address the potential problem. and the cops are right about the signs and ticketing. if a sign isn't ANSI standard it can be fought in court.
