Yes. This is unsafe, as the seat belts will no longer work correctly. It will also block the driver's view out the passenger window, and possibly the external mirror. The mirror shouldn't be a problem. It probably won't be illegal to turn the seat around, but it may be illegal to have a passenger riding in the seat with it turned around since the seatbelt and/or airbags will not work properly.Bus Safety:Why don't most buses have seat belts?
If your area requires an inspection, you might have a problem getting the inspection approved. I would check with them first.

Cool idea. Modify the passenger door so that it hinges at the back and you got it made. Solve the mirror problem by mounting a mirror all the way forward on your right front fender. This is not an unheard of place to mount a mirror. In the past many cars had mirrors mounted in that area.I think that the seatbelts and air bags are really non - issues. If you use a lap belt only your passenger shoulld be safe in the event of an accident. The reason is fairly obvious. In the event of an accident your passenger would thrown INTO the seat rather out of it . In addition the seat back would offer a good degree of protection from the windsheild.
Again I am not an original thinker . The US military has rearward facing seats on their aircraft that carry troops for the same reasons that I mentioned.
