What are the barcodes on streetlights for?

You occasionally see bar codes on street lights, particularly on busy roads; they must have a reason, but I simply haven't worked it out. Any ideas?

Councils need to match up costs associated with repairs and general maintenance of things such as streetlights, and barcodes help them out by scanning the barcode number then assigning the costs of repairs associated with these. These are for record keeping purposes basically.
