I have a RCF-67 seatbelt in a 91 Buick Park Avenue that does not always stay secured. I have read about quite a few cases that this has been a safety concern for this belt. Some sites discussed a demand for a government recall but I cannot find if there has been one.

Check the National Highway Traffic Safety Adminstration's website...nhtsa.dot.gov. Look under Recalls section. Drop down menus appear. If there is not a recall, try the Technical Service Bulletins....same information needed to search for bulletins on your car. IF YOU CAN'T FIND ANY RECALL OR TECH. SERVICE BULLETINS....GO TO THE DEALER AND GET THE SEAT BELT, LATCH AND BUCKLE INSPECTED! REPLACE IT IF IT DOES NOT SECURE PROPERLY! If it is not securing properly, it will not hold you in the seat during a crash! Since your car has some age on it, it could be the mechanism is just worn out....this is not necessarily a defect, therefore no recall was issued. But, in any case, get it inspected and replaced!do you think that you should be allowed to talk on the phone and drive at the same time?
