If the school bus crashes and the driver is hurt the children may not be able to get themselves free from the restraint as they tend to panic a little easier then adults.Airplanes have seat belts because of air turbulence and the possiblity of dropping hundreds of feet in seconds. If you weren't belted in you would fly all over the cabin.
