Can highways become more "stranger friendly"?

After today's accident involving an HOV lane that ended in a bridge abutment and other dangerous highway quirks that only locals would know about, is it possible for cities or states to view their road system from a stranger's perspective and increase safety with use of signs, flashing yellow lights, etc.?

States and cities address these sort of situations based on community input and traffic accidents/fatalities assessments. The owner of a shopping center in my neighborhood could not get a traffic light installed (at his expense) because the DOT stated there we not enough traffic accidents at the intersection to warrant a traffic light. However there is something "strangers" can do to help themselves. As we (should) slow down during in-climate weather, driving in unknown territory calls for the same action.
