Because people don't know how to drive! Simple as that...most people probably don't even know that on a two lane road, the left lane is the passing lane and the right is the driving lane.But one thing that causes this problem here in Michigan is there are not as many left turns as their are "turn arounds" you have to be in the left lane, make a left turn, then make a right turn at the intersection. This causes Grandma to get into the left lane 5 miles before she needs to turn, and being afraid to break 35...it slows down traffic and can even be dangerous.
